On September 14, 1961, Luongo was nominated by President
John F. Kennedy to a new seat on the
United States District Court for the Eastern District of Pennsylvania created by 75 Stat. 80. He was confirmed by the
United States Senate on September 21, 1961, and received his commission on September 22, 1961. He served as Chief Judge from 1982 until his death on July 19, 1986.
Notable case One of Luongo's more noteworthy cases was in 1979, when he ruled during the
