Owusu-Bio was elected as the member of parliament for the
Atwima-Nwabiagya North constituency of the
Ashanti Region of
Ghana for the first time in the 2004 Ghanaian general elections. The
New Patriotic Party won a majority total of 128 parliamentary seats out of 230 seats. He was elected with 56,337 votes out of 70,252 total valid votes cast equivalent to 80.2% of total valid votes cast. His constituency was part of the 34 parliamentary seats out of 39 seats won by the
New Patriotic Party in that election for the Ashanti Region. The New Patriotic Party won a minority total of 109 parliamentary seats out of 230 seats. He was elected with 46,605 votes out of 72,973 total valid votes cast equivalent to 63.87% of total valid votes cast. He was elected with 27,456 votes out of 45,849 total valid votes cast equivalent to 59.88% of total valid votes cast. He was elected over Anthony Bernard Ansah of the
National Democratic Congress, Kwadwo Amponsah of the
Progressive People's Party and Dickson Osei-Asibey an independent candidate. 12,13 These obtained 18.2%, 0.84% and 21.08% respectively of the total votes cast.
