Deal was born in
Boise, Idaho, the son of Homer Steeves Deal and Nell Matthews. He was the grandson of
Edson Deal, a
Idaho lieutenant governor. He attended Boise High School, graduating in 1955. He also attended the
University of Idaho, earning his
BS degree in
business in 1959. After earning his degree, he served in the
United States Army from 1959 to 1962. After his service in the House,
Governor Butch Otter appointed Deal to serve as director of the Idaho Department of Insurance, serving until 2014, when he was succeeded by
