2020 census As of the
2020 census, there were 38,567 people, 15,043 households, and 9,551 families residing in the city; 99.0% of residents lived in urban areas and 1.0% lived in rural areas. The median age was 32.6 years; 27.3% of residents were under the age of 18, 7.8% were under 5 years of age, and 13.2% were 65 years of age or older. For every 100 females there were 100.0 males, and for every 100 females age 18 and over there were 98.6 males age 18 and over. Of the 15,043 households, 34.2% had children under the age of 18 living in them. Of all households, 41.0% were married-couple households, 22.5% were households with a male householder and no spouse or partner present, and 28.6% were households with a female householder and no spouse or partner present. About 29.5% of all households were made up of individuals and 10.2% had someone living alone who was 65 years of age or older. There were 17,051 housing units, of which 11.8% were vacant. The homeowner vacancy rate was 2.9% and the rental vacancy rate was 12.7%.

There were 12,458 households, out of which 36.3% had children under the age of 18 living with them, 49.8% were married couples living together, 14.9% had a female householder with no husband present, and 31.0% were non-families. 26.8% of all households were made up of individuals, and 10.3% had someone living alone who was 65 years of age or older. The average household size was 2.57 and the average family size was 3.12. In the city, the population was 30.0% under the age of 18, 9.4% from 18 to 24, 28.1% from 25 to 44, 19.5% from 45 to 64, and 13.0% who were ages 65 or older. The median age was 33 years. For every 100 females, there were 92.5 males. For every 100 females age 18 and over, there were 88.1 males. The median income for a household in the city was $28,878, and the median income for a family was $33,622. Males had a median income of $26,586 versus $20,375 for females. The
per capita income for the city was $15,561. About 17.2% of families and 21.0% of the population were below the
poverty line, including 28.2% of those under age 18 and 14.6% of those age 65 or over.
