2020 census As of the
2020 census, Council Grove had a population of 2,140 people, with 912 households and 528 families. The population density was 1,002.3 inhabitants per square mile (387.0/km). There were 1,050 housing units at an average density of 491.8 per square mile (189.9/km). There were 912 households, of which 29.6% had children under the age of 18 living in them. Of all households, 43.3% were married-couple households, 20.2% were households with a male householder and no spouse or partner present, and 31.3% were households with a female householder and no spouse or partner present. About 36.6% of all households were made up of individuals and 18.6% had someone living alone who was 65 years of age or older.
Demographic estimates The average household size was 2.4 and the average family size was 3.1. The percent of those with a bachelor's degree or higher was estimated to be 20.5% of the population.

Males had a median income of $30,238 (+/- $8,095) versus $27,649 (+/- $1,905) for females. The median income for those above 16 years old was $27,799 (+/- $2,339). The median age in the city was 45.9 years. 21.7% of residents were under the age of 18; 7% were between the ages of 18 and 24; 19.8% were from 25 to 44; 27.1% were from 45 to 64; and 24.4% were 65 years of age or older.
