Keedy was born in
Boonsboro, Maryland, to Reuben Miller and Anne Elizabeth (Roulette) Keedy. His early education was in the public schools in
Hagerstown, Maryland. He taught at
Northwestern University School of Law from 1909 to 1915. Keedy was Dean of the
University of Pennsylvania Law School. During
World War I, Keedy was a member of the Board of Review of the
Judge Advocate General’s Department. He was President of both the American Institute of Criminal Law (1924) and the
