Feess was nominated by President
Bill Clinton on January 26, 1999, to a
United States District Court for the Central District of California seat that had been vacated by
James M. Ideman. Feess was confirmed by the
United States Senate on June 30, 1999, and received his commission on July 7, 1999. In 2000, Feess was selected to be the judge in charge of implementing the
consent decree filed against the
Los Angeles Police Department in the aftermath of the
Rodney King riots and the
Rampart scandal. Feess assumed
senior status on March 13, 2014. He retired from active service on January 5, 2015. ==References==
