On December 14, 1979, Woods was nominated by President
Jimmy Carter to a new seat on the
United States District Court for the Eastern District of Arkansas created by 92 Stat. 1629. He was confirmed by the
United States Senate on February 20, 1980, and received his commission the same day. His tenure was most notable for presiding over the contentious Pulaski County School Desegregation case from 1982 to 1990 and the controversies surrounding the tenure of then-Pulaski County Sheriff Tommy Robinson. senior status on March 1, 1995, serving in that capacity until his death on March 14, 2002, in Little Rock. ==References==
