There were 14,238 households in the county, of which 27.4% had children under the age of 18 living with them and 33.5% had a female householder with no spouse or partner present. About 29.8% of all households were made up of individuals and 13.5% had someone living alone who was 65 years of age or older. Of the 13,933 households 24.6% had children under the age of 18 living with them, 42.6% were married couples living together, 19.1% had a female householder with no husband present, and 32.6% were non-families. 29.1% of households were one person and 12.3% were one person aged 65 or older. The average household size was 2.42 and the average family size was 2.97. The age distribution was 22.5% under the age of 18, 8.1% from 18 to 24, 24.1% from 25 to 44, 28.7% from 45 to 64, and 16.7% 65 or older. The median age was 41.5 years. For every 100 females there were 91.7 males. For every 100 females age 18 and over, there were 94.7 males. The median household income was $31,467 and the median family income was $39,475. Males had a median income of $34,176 versus $29,140 for females. The per capita income for the county was $16,626. About 16.4% of families and 20.3% of the population were below the
poverty line, including 30.2% of those under age 18 and 15.7% of those age 65 or over.

The average household size was 2.48 and the average family size was 3.01. The age distribution was 24.60% under the age of 18, 8.60% from 18 to 24, 27.00% from 25 to 44, 23.50% from 45 to 64, and 16.20% 65 or older. The median age was 38 years. For every 100 females there were 89.60 males. For every 100 females age 18 and over, there were 85.30 males. The median household income was $29,667 and the median family income was $36,598.
