James H. Fay was born in
Manhattan,
New York on April 29, 1899. He was educated in Manhattan and graduated from
De La Salle Institute. The regiment was federalized for
World War I service as the 165th Infantry; Fay served in France and attained the rank of
private first class. He was discharged from the military in 1919. In 1929, he received his
LL.B. degree from
Brooklyn Law School.
Congress In 1938, Fay was the successful
Democratic nominee in
