Campbell was nominated by President
Richard Nixon on November 12, 1971, to a seat on the
United States District Court for the District of Massachusetts vacated by Judge
Charles Edward Wyzanski Jr. He was confirmed by the
United States Senate on November 23, 1971, and received his commission on November 30, 1971. His service terminated on August 31, 1972, due to his elevation to the First Circuit. Campbell was nominated by President Nixon on June 15, 1972, to a seat on the
United States Court of Appeals for the First Circuit vacated by Judge
Bailey Aldrich. He was confirmed by the Senate on June 28, 1972, and received his commission on June 30, 1972. He served as Chief Judge from 1983 to 1990. He assumed
