On November 9, 1942, Goodman was nominated by President
Franklin D. Roosevelt to a seat on the
United States District Court for the Northern District of California vacated by Judge
Harold Louderback. Goodman was confirmed by the
United States Senate on December 15, 1942, and received his commission on December 24, 1942. He served as Chief Judge from 1958 until his death on September 15, 1961, in
