Welling served as director of registration for the State of Utah 1925–1928. Welling also served as president of the Bear River Stake again from 1925–1929. Welling was elected secretary of state of Utah in 1928. He was reelected in 1932 and served until January 1, 1937. Meanwhile, he served on the Board of Trustees of
Utah State Agricultural College from 1926 to 1936 and as a Regent over the
University of Utah from 1928 to 1936. After fulfilling these responsibilities, Welling was appointed by Secretary of Interior Harold L. Ickes to make a survey of public grazing lands in 1937 and 1938. Later, he resumed agricultural and mining operations. == Death and burial ==
