Blouin received his associate's degree from Salt Lake Community College and his bachelor's degree from the University of Utah. He graduated from Brown University with a Master of Public Administration. Blouin announced his candidacy for the Utah State Senate in 2022; his priorities included clean air and affordable housing. He won the Democratic primary against incumbent Gene Davis with nearly 76% of the vote. On April 15, 2026, during his campaign for the Democratic nomination for Utah's 1st congressional district, reporting uncovered several past comments made by Blouin on Reddit and other Internet forums that were derisive towards the Church of Jesus Christ of Latter-day Saints, joked about sexual assault, and used derogatory slurs for people with disabilities. Blouin apolgoized for the comments, stating "There’s no excuse for these posts — they’re vulgar, stupid, and reflect a version of me in my early twenties that I’m ashamed of and have thankfully evolved past." == Election history ==
