Omaha,
Lincoln, and State of
Nebraska. In the

unicameral legislature's decision making. • When former Nebraska Governor Dave Heineman was noncommittal or had no comment on a given issue, a smoking monkey would be depicted standing on a stool and hanging a sign naming that issue.
