Davis was nominated by President
John F. Kennedy on January 31, 1962, to a seat on the
United States Court of Claims vacated by Judge
J. Warren Madden. He was confirmed by the
United States Senate on April 11, 1962, and received his commission on April 12, 1962. He was a member of the
Judicial Conference of the United States from 1977 to 1978. He was reassigned by
operation of law to the
United States Court of Appeals for the Federal Circuit on October 1, 1982, to a new seat authorized by 96 Stat. 25. His service terminated on June 19, 1988, due to his death of
cancer in
