Stephen Manley Daniels is an American lawyer. He served on the Republican staff of the United States House Committee on Government Operations from 1973 to 1987, after which he was appointed to the General Services Board of Contract Appeals (GSBCA). He was appointed chair of the board on December 22, 1992, and served until January 6, 2007, when he was appointed member and chair of the GSBCA's successor, the Civilian Board of Contract Appeals.
