Letelier served as Governor of Cauquenes. In 1930, he was manager of the newspaper company of
La Nación in Santiago and of the evening newspaper
Los Tiempos. He was elected deputy for the Thirteenth Departamental Circumscription of Constitución, Chanco, Cauquenes and Itata for the 1930–1934 legislative period. He served on the Permanent Commission on Interior Government. The 1932 Chilean coup d'état led to the dissolution of the National Congress on 6 June 1932. He died in
