Serhii Vasylovych Kivalov is a Ukrainian politician and jurist who served as the head of Central Election Commission during the 2004 Ukrainian presidential election which led to the Orange Revolution.

In December 2015, stencil graffiti featuring a portrait of Sergei Kivalov along with the abbreviation "ПДРХ ПНК" began to appear in Odesa.
