The 3rd district is located in
East Tennessee and consists of all of
Johnson County and parts of
Carter,
Hawkins, and
Sullivan counties. The district includes the cities of
Mountain City,
Bluff City, and
Mount Carmel, as well as the northeasternmost point in the state at the
North Carolina–Tennessee–Virginia Corners. Incumbent Republican
Timothy Hill has represented the district since he was appointed by the Johnson County Commission in May 2023 following the resignation of Republican representative
Scotty Campbell. Campbell resigned over being found guilty by an ethics subcommittee of sexually harassing at least one of his interns. Hill previously represented the 3rd district from 2013 to 2021. He chose not to run for re-election in 2020 to instead
run for the U.S. House of Representatives. He ultimately came in second place to
Diana Harshbarger in the crowded Republican primary to replace retiring Representative
Phil Roe.
