Finan served in the infantry during
World War II. He served from June 1941 to September 1945, which included 23 months in the European theater with the
45th Infantry Division. He was a prisoner of war in Poland for nine months. At the time of his discharge, he had attained the rank of captain. He received the
Legion of Merit and was a major in the honorary reserve. In 1966, he was appointed to the
Maryland Court of Appeals by Governor Tawes. He was sworn in on October 13, 1966, succeeding
Stedman Prescott. He was elected to the role in 1968 to a 15–year term. He served until his death. Finan was a fellow of the
American College of Trial Lawyers, a member of the board of directors of the
American Judicature Society and vice president of the
Maryland Bar. He served as president of the Allegany County Bar Association. He served as president of the lay board of the
Sacred Heart Hospital in Cumberland. He was president of the Cumberland Kiwanis Club. ==Personal life==
