Sviato was born on 7 May 1948 in the village of Kormilcha, which was then part of the
Ukrainian SSR in the
Soviet Union. In 1971, he graduated from the
University of Kyiv with a specialty as a physicist-nuclear scientist. After graduation, he started working at the Institute for Nuclear Research of the
Academy of Sciences of Ukraine. He eventually also started working for the Department of Atomic Energy Problems. In 1985, he received his PhD on the topic of nuclear excitation processes arising from positron-electron annihilation in atoms and the beta decay of odd tin isotopes. == Political career ==
