The district was a Brooklyn-based seat until 1982 when it became the Staten Island district. In 1992 it became the East Side of Manhattan district, which for most of its existence had been the . In 2012, the district shifted to the former territory of the 7th district in Queens and the Bronx. From 2003 to 2013, the district encompassed much of what is now New York's 12th congressional district, including Central Park and the East Side of Manhattan; all of Roosevelt Island; and the neighborhoods of Astoria, Long Island City, and Sunnyside in Queens. == Current composition ==
