Nauru did not send any official representative or delegation. 14 countries were represented by their respective heads of state including the reigning monarchs from Brunei and Eswatini, 18 countries by their respective heads of government, 4 countries by their respective deputy heads of state or deputy heads of government, 10 countries by ministerial representatives while 4 countries sent their respective diplomats or special envoys.
